Can anyone perform a baptism? How are those able to baptize distinguished from those who cannot? Is there a class one must take or something?

From what I can tell, as long as you are a Christian, you can preform a baptism. However, some denominations may have certain requirements, and if you are a part of that denomination, you ought to abide by them.

Not just in theory, but in fact. It's a good idea that when you lead someone to the Lord in salvation, if possible, to baptize them then and there. I baptized my father-in-law, nieces and nephews, neighbors, and others.

From what I understand, "how" is more important than "who". After all, the authority for baptism comes from God, not the person doing the baptizing, so I would say that any baptism that involves a professing believer being baptized by another believer "in the name of the Father, the Son, and the Holy Spirit" should be valid. Some churches do have other requirements though.

Generally, a deacon, pastor or elder with some tradition and understanding needs to officiate and take charge of a(any)sacrament be it communion, baptism or church membership, literal or tacit.

Baptism originates in the mikvah(cleansing) that has many uses. Generally, one performs a mikvah on oneself in running(living) water. This was later administered by the priests in the temple and so it became associated rabbinically with the priesthood. John was following this rabbinic custom when He baptised Yeshua(Jesus). That is why He said, "I have need to be baptised by you." Thus John was acknowledging the preisthood of Yeshua. Jesus responds that it was alright for John to baptism Him, confirming the Scriptural mandate that it is the reason for the mikvah and not the officiator that matters.
