Anyone know how to do this?

I googled it but all I could find was how to start Windows Outlook, not Outlook Express.

These are very different machines, Outlook is a type program, many programs will not run in NTFS safe mode.

In windows

Open the Start menu and click on Run.
Type the command line Outlook /safe in the Open: field (Notice that there is a space between Outlook and the forward slash). Click OK.

Thanks, but that only opens Outlook, not Outlook Express.

I have no problem in WinXP Pro SP2...

What OS are you running??,
If you are running XP Pro Sp2 in safe mode Make sure your logging in as admin, or if using in Active directory make sure the options are correct for OE

In windows.... if you type from the run command....msimn.exe / safe ...., does it launch OE?

If it does....then try doing the same in safe mode...

Other than that I have never run into that problem before...
but in the past sometimes a simple uninstall and reinstall worked fine.
