Children that young do not produce mature semen - that's the obvious answer. Well, if the original post was kept you and you bothered to read it, you would see that there are also health benefits for women. Masterbation is self-gratification at it's core. You can say that you don't have to lust to do it, but it is still self-gratification. So is eating a good meal, watching a good movie, or reading a good book.
