The crime got way out of hand while John Street was mayor and his commissioner seemed pretty lax. Ramsey was appointed by the current Mayor Michael Nutter who is fantastic. Ramsey had a reputation of being no nonsense as a commissioner in DC. That statement by him above however, was just stupid.
