Yes. In fact, I did almost 32 years ago. My ears were pierced by a friend when I was 15. I had wanted my ears pierced since early childhood because my Grandmother Weldy had lovely earrings. Most 'white' girls did not have pierced ears when I was a child. We used an upholstery needle and an ice cube on me.

Nope, wouldn't pierce a baby girl's ears. Mainly two reasons, I don't particularly want to take care of them, have enough with taking care of baby things and older kids (this being if I am ever blessed with a daughter); and I personally think earrings look ugly (sorry ladies). If they want them done when they're older, able to think through why they want it done, responsible enough to take care of them, all that... then we'll discuss it and they would probably pay for it.
