Gangs hunt down members of other gangs because of territory incursions, be they real or imagined.

Plus, in gang society members of one's race always stick together, even in circumstances of (for example) Northern Mexicans banning together against Southern Mexicans and vice versa.

I'm not saying that gang violence is never about race, but it's usually more over turf and their take of the local drug trade.

Jamiel Shaw was not a gang member and was just walking home. He was confronted and shot becasue he was black. Special order 40 was protecting the gang member and allowing him to be on the street. Jamiel's law will remove that protection given to criminals by the local government.

As awful as this incident was, it is not uncommon in Chicago where I live.

Kids (black and/or Hispanic) are often confronted and attacked by one gang believing them to be a member of a rival gang. IMO, calling Jamiel's death an wholly racist act is oversimplifying it a bit.

Was racism a part of his death? Probably. But it sounds more so like Jamiel was in the wrong place at the wrong time, which is a big factor in innocent people being killed in Chicago by gang activities - many of whom are hit by a stray bullet from a nearby gang shoot-out.

When it comes to such fights between gangs, most don't even try to aim - they just point their guns at the other person and open fire blindly.

As for Jamiel's Law itself, I would support it - but I wouldn't expect it to do much to reduce gang violence in LA.

The gangs in that part of the country are extremely well-organized, and their leaders (even if locked up in prison) can easily keep giving commands to their subordinates.

He was 3 houses from his front door. Please read the history of this shooting. Special Order 40 and Jamiels law.

The criminal was the one in the wrong place, which is the reason for Jamiels law.

Because the majority of hispanics in Florida are Cuban. Immigration law affords special treatment of Cubans. They just have to make it to shore and they can file for asylum/residency. In other words, they wash up on shore your foot touches US soil and presto! You have autoamatic legal status. They even have a special box on all immigration forms.
