McCain favors balanced budgets and wants to get to the root of the tax problem- too much spending. He favors a strong military and a small government. I think one of the few places where he differs from traditional conservatism is on environmental issues and campaign finance reform, but in both cases, I'm not sure how much this interferes with core conservative values.
