I cannot believe you are shocked. From what was already known about the Bay of Pigs fiasco and the CIA's efforts to kill Castro, this information just sheds more light on the extreme right's worldview.

Kennedy killed Northwoods and canned the leading characters.

So, are we ready to end the fruitless Cuban embargo?

In fairness, they didn't really plan it. The JCS, along with the CIA and State, were all asked to supply a list of potential rationales and pretexts for war with Cuba, and they followed their instructions. The administration then looked at the reports and decided this wouldn't be done.

Granted it's a fairly disturbing set of proposals, but it was basically a brainstorming session put on paper, not an actual plan of action that was ever authorized or implemented.
