First, they want to change the face of gangs by giving them a new name:
Gangs= Crews

Now we are going to offer them Directv in their nice quant little cells, uh.. I mean rooms.
Prisions offering satellite T.V.

Well, let them change their name from imprisoned gang members to imprisoned crew members. If they have to be unique and special, I have no problem with that.
The commisary profits, however... those should first go to the cost of reprinting anything about the prison system that relates to gang members, that it would reads crew members, so that prison staff is on the same page. The staff will also need training so as to fully replace the word 'gang' in their vocabulary with 'crew'. Otherwise, there's a new legal loop-hole, 'Hey man! He kept calling me a gang member, and I ain't no gang member. I'm in wid da crew, you know what I'm sayin? He sayin' stop, but he didn't use our crew name, so I kept a sluggin' away. 'Ta'int my fault! (And that's not reflecting anything about the prisoner.)

Typical political-speak, can't solve the problem so just change the name. Here in Raleigh the "edujukrats" solved the "failing school problem" by assigning kids according to a free/reduced lunch ratio and seeing that schools cannot exceed 50% free/reduced lunch.

There was "success" in that there were no more failing schools; the number of failing students remained the same. The edjukrats had just shuffled the deck and went to receive aclaim from the NEA.
