A neighbor asked me to look up what he needs to get a new state ID (Michigan). He lost his birth certificate and his ID.

I looked on the internet and they want you to have ID in order to get a birth certificate and they want a birth certificate to get an ID.

How are you supposed to get these documents when you need one to get the other?

Call the office who issues them and ask? Surely there is something they can do.

And get an extra copy of the birth certificate for the future?

Oh wait, on second thought... I just had to order a copy of my birth certificate, and I just needed the numbers off of my driver's license, which I had memorized. Is that a possibility there?

If they were born in Michigan you can go online and request a copy of their birth certificate through whichever county office is applicable and they will mail it to you.

spitzu--I don't know if he knows his state ID numbers by heart, but I'll ask him.

miss giggles--I think you need a credit card to purchase a birth certificate on-line and he doesn't have one.

row1--that wouldn't work cuz you have to have the "offical" seal, plus it's illegal and he's not fond of jail...lol

Well then he'll have to call the office and find out when they are open and then go down during office hours to get it. You can get them in person if needed.

When I have needed a birth certificate I don't think I needed my DL number...just SS#

Miss giggles--he'll probably end up having to go there in person. The only problem with that is that the place he was born at is about 40 miles away and he doesn't drive. But, maybe he can get a ride.

zoebob--the site I went to for the secretary of state of Michigan said a birth certificate is required. I personally think they're asking for too much--this limbo my neighbor's in is proof of that.

Well call them, he might be able to just mail them a check. I think there is a pdf that you can fill out and mail in.

.... but that was for Oregon.

OK, there is a difference between a new id and a replacement. A new state id would require the birth certificate to obtain but a replacement would only require a form and payment.

This is why you should always keep your expired driver's license.

Does he have a SS card?

Is he on any sort of public assistance? If so, they will have a copy of his birth certificate on file.

This is what was posted at the Michigan's secretary of state web-site regarding what was required for state ID:

 Original certified birth certificate
issued by a government unit in the
U.S. or U.S. territory.
 Valid, unexpired U.S. passport.
 Valid, unexpired Permanent Resident Card

He doesn't have any of those.

And here's what is required for a copy of your birth certificate:

- PHOTO IDENTIFICATION IS REQUIRED TO REQUEST A MICHIGAN BIRTH RECORD
(That's from Michigan.gov homepage)

That's the catch 22--one requires a birth certificate and the other requires a photo ID.

I'm gonna tell my neighbor to call secretary of state himself and ask them what he should do. It sure is annoying..

As far as I know, he does have an SS card. And he's had food stamps in the past, so he might be able to get a copy of his birth certificate--although, it won't have the embossed seal and they may not accept it. (Another one of my neighbor's suggested that too. I think it's a good place to start.)

I agree. These changes are fairly new. It must be linked to stopping identity theft.

I think you need a birth certificate either way cuz this other guy I knew had to re-apply for his driver's license and had to show his birth certificate.

There HAS to be some way to accomplish this.

My neighbor's just gonna have to call these agencies and work something out (although, as hard as it is to get through to them on the phone, it may be a challenge).

No, he should GO there. But seriously, he shouldn't need a birth cert. for a replacement state ID/driver's license. And are you sure he doesn't have an old driver's license or ID sitting around somewhere? Never been in the military? Expired passport? Driver's license from another state?

I think the website also said a voter's registration card would work. Does he hve that?

I have needed to replace my DL several times and I have yet to show a Birth Certificate to accomplish it. The website you are quoting from is the process to obtain a new DL not a replacement. Try finding the how to obtain a replacement DL procedure.

He's an older, handicapped man (been handicapped his whole life). So, he's never done any of those things.

Are you from Michigan?
I talked to the guy who had to replace his driver's license today and he said that starting in January 2008, you have to show a birth certificate to get a replacement license.
